2. PUBLICATION ETHICS AND MALPRACTICE STATEMENT (PEMS)
1. GENERAL INFORMATION
The Editorial policy and the Publication Ethics and Malpractice Statement (PEMS) support combined efforts by Authors, Editors, and Reviewers to produce a responsible research publication.
All authors must know and keep in mind The Editorial policy and the Publication Ethics and Malpractice Statement (PEMS).
Guidelines for the submission of articles and manuscript preparation and format are to be found on the 'Guidelines for Authors' webpage.
Collection of Proceedings of The INTERNATIONAL CONFERENCE ON ADVANCES IN STRUCTURAL AND GEOTECHNICAL ENGINEERING (ICASGE'23)» strictly adheres to the ethics and policies of Committee on Publication Ethics (COPE), and Publishing Ethics Resource Kit for Editors (PERK) (Elsevier).
COPE’s flowcharts and guidelines and Publishing Ethics Resource Kit for editors (PERK) (Elsevier) are approached upon confronting any ethical misbehavior.
Principles of Editorial (Publishing) Activity
The release of Collection in the activity follows next transnational principles:
- executes the requirements of Committee on Publication Ethics (COPE), of Budapest Open Access Initiative (BOAI) and Berlin Declaration Open Access to Knowledge in the Sciences and Humanities;
- adheres to editorial independence;
- gives priority to the discussion and discussions;
- removes any conflicts of interests according to the worked out mechanism;
- encourages and supports scientific honesty;
- gives advantage to the intellectual standards and levels of materials, but not to the financial and political benefit and commercial reasoning;
- satisfies scientific necessities and interests of authors and readers;
- systematic conducts work after to the improvement Collection;
- quality of materials which are published guarantees;
- provides anonymity in the system of mutual relations "Author is Reviewer (-ers)";
- informs the authors of rules and requirements of publication;
- provides freedom of expression of opinions of authors of the articles;
- watches after the observance of intellectual ownership rights;
- develops recommendations and rules of criticizing of manuscripts;
- protects confidentiality of these individual recipients – investigated which participated in psycholinguistic лонгитюдних and mass experimentsх;
- develops the mechanisms of decision of conflict of interests;
- operatively publishes a correction, clarification, refutation and apology, when it is necessary;
- foresees possibility of realization of appeal;
- adheres to tolerance in intercourse.
Functions of International Scientific and Editorial Council:
- Consultative (providing when it is necessary special consultations by the Editorial members and Reviewers on some new, less studied and discursive problematic aspects of ICASGE).
- Developing pragmatic (contribution to the Collection developing and realization of international scientific cooperation, searching for new forms and methods of Collection functioning, improvement of its Editorial policy).
- Expert (providing articles reviewing, expertise (in cases needed) of reviews and reviewed articles, specialized evaluation of Collection quality, appropriateness and compositioning of articles in it).
- Advisory (participation in Collection composing, decision making on articles published, influence on decision making process and others).
Co-Operating is with Authors
In co-operating with Аuthors the editorial board of Collection follows such rules:
- carries out all necessary measures for providing of quality of materials which are presented and subject to the next publication;
- provides the observance of the set mechanisms of criticizing of the articles, and also refutation or abolition of decisions, accepted by a release;
- necessarily informs the author of manuscript or about the acceptance of the article to printing, whether about the necessity of her revision, whether about the rejection of the article;
- gives the argued description of expert estimation of the article presented to printing.
Co-Operating is with Reviewers
In co-operating with Reviewers the release of Collection adheres to the next rules:
- presents to the reviewers instruction and recommendations from criticizing of manuscripts;
- provides reviewers the system of verification of degree of originality of the article;
- avouches for reviewers confidentiality;
- presents possibility (right) to give up criticizing without explanation of reasons of refuse (except the set conflict of interests);
- examines criticizing as inalienable part of evaluation of scientific publication, which confirms high quality of the scientific articles.
Criticizing foresees work with those reviewers – experts of Collection, which are the acknowledged specialists in the corresponding to the article sphere of knowledge. For this purpose release, except the members of editorial board co-operates with the wide circle of research workers from the different countries of the world. The article is accepted to printing only after her discussion on meeting of editorial board of magazine at presence of positive review of reviewer and support of members of editorial board majority. The geared-up in full number of Collection is examined and recommended to printing the decision of Scientific advice of Tanta University, Faculty of Engineering.
Co-Operating is with Readers
- Any reader or potential author has the opportunity to appeal to the members of editorial board after elucidation of incomprehensible professional questions which answer the subjects of Collection, sending sheet on the e-mail of publishing house of icasge@unv.tanta.edu.eg;
- a release informs readers, whose account the article is printed for, what role of sponsors in realization of research, presented in her;
- gives to the readers the materials high-quality executed in intellectually-semantic and lingually-stylistic aspects;
- satisfies the requirements of readers in materials of both fundamental and applied character, both in theoretical and in the experimental-applied measuring;
- provides the real expectation of readers in relation to originality, novelty and actuality of materials, their readability and clearness.
1.1. Ethics Topics to Consider Authors when Publishing
Policies on Authorship and Contributorship. The authorship be based on the following 4 criteria:
- Substantial contributions to the conception or design of the work; or the acquisition, analysis, or interpretation of data for the work; AND
- Drafting the work or revising it critically for important intellectual content; AND
- Final approval of the version to be published; AND
- Agreement to be accountable for all aspects of the work in ensuring that questions related to the accuracy or integrity of any part of the work are appropriately investigated and resolved.
Originality and Plagiarism. The authors should ensure that they have written entirely original works, and if the authors have used the work and/or words of others that this has been appropriately cited or quoted.
Data Access and Retention. Authors may be asked to provide the raw data in connection with a paper for editorial review, and should be prepared to provide public access to such data.
Multiple, Redundant or Concurrent Publication. An author should not in general publish manuscripts describing essentially the same research in more than one journal or primary publication. Collection of Proceedings do not view the following uses of a work as prior publication: publication in the form of an abstract; publication as an academic thesis; publication as an electronic preprint.

Acknowledgement of Sources. Proper acknowledgment.
Disclosure and Conflicts of Interest. All submissions must include disclosure of all relationships that could be viewed as presenting a potential conflict of interest.
Fundamental Errors in Published Works. When an author discovers a significant error or inaccuracy in his/her own published work, it is the author's obligation to promptly notify the journal editor or publisher and cooperate with the editor to retract or correct the paper.
Reporting Standards. Authors of reports of original research should present an accurate account of the work performed as well as an objective discussion of its significance.
Hazards and Human. Statements of compliance are required if the work involves chemicals, procedures or equipment that have any unusual hazards inherent in their use, or if it involves the use of human subjects.
Use of Patient Images or Case Details. Studies on patients or volunteers require ethics committee approval and informed consent, which should be documented in the paper.
1.2. Fees or Charges for Authors
Payment for participation in the conference is 10 $.
Publication fees: no.
1.3. Review Policy
Authors are obliged, for all materials submitted, to participate in a peer review process and to follow publication conventions.
All authors are obliged to make the requested changes and correct mistakes. When changes are asked for, the authors have a certain timeline for submitting their modifications. In each case, the authors and reviewers will come to a common understanding of the deadline, based on the nature and quantity of the requested changes.
1.4. Copyright, Access, and Licensing
Licensing terms ensure preservation of copyright, and the right of the Collection of the Proceedings to publish original scientific papers containing results of theoretical and experimental research works which are not currently subject to review for publication in other scientific edition, bulletin or magazine. All materials are spread on conditions of the Tanta University, Faculty of Engineering, which allows other persons and institutions to recognize authorship of this work and its initial source as the Collection of Proceedings of The INTERNATIONAL CONFERENCE ON ADVANCES IN STRUCTURAL AND GEOTECHNICAL ENGINEERING (ICASGE'23). The Author shall transfer to the editorial board of the journal the right to spread the electronic version of the paper, as well as the electronic version of the paper translated into English (for papers originally submitted in Ukrainian and Russian) by all kinds of electronic means (placement at the official website of the journal, electronic databases, repositories, etc.).
- The intellectual property and copyright on the original content of all scientific contributions shall remain with the authors grant, in exchange for publication in the Journal, exclusive licensing of first publication, giving the Journal the right to produce and disseminate the contributions, whether collectively with other articles or individually, and in all media forms known or to come.
- The authors shall guarantee the originality of their material and shall not publish any text that would appear to contravene, in any way, the definition of originality as given in the intellectual property.
- Plagiarism and false or intentionally misleading declarations constitute behavior that is at odds with the ethics of scientific publication; as such, they are deemed unacceptable.
- No significant part of the article shall have been previously published either as an article or as a chapter, or be under consideration for publication elsewhere.
- If the authors intend to reproduce their article in other publications or for any other purpose and by any means, they must obtain the written authorization of the editorial board.
- Reproduction of extracts of publications is possible provided that the authors cite their source and have obtained explicit permission from the rights holders, which permission shall not be unduly withheld. Reference must be given to the title of the article, the journal, the author(s), date and place of publication. The Collection of Proceedings reserves the right to apply reproduction rights.
Provided the paper is accepted for publication in the present Collection of Proceedings of The INTERNATIONAL CONFERENCE ON ADVANCES IN STRUCTURAL AND GEOTECHNICAL ENGINEERING (ICASGE'23), the Author shall sign the License Agreement and Provisions on a Conflict of interest. The originals copy of the License Agreement and Provisions on a Conflict of Interests (a scanned's copyes) is sent to the e-mail address of the Editorial Board of this Collection of the Proceedings - psycholing.conf@gmail.com
The Author shall reserve the right to use materials of the paper, without approval of the editorial board and the founders of this Collection of the Conference:
- fully or partially, for educational purposes;
- for writing their own dissertation papers;
- for preparation of theses, conference reports or presentations.
Place electronic copies of the paper (including the final electronic version downloaded from the official website of the Collection of The INTERNATIONAL CONFERENCE ON ADVANCES IN STRUCTURAL AND GEOTECHNICAL ENGINEERING (ICASGE'23)) at:
- personal web resources of all Authors (websites, webpages, blogs, etc.);
- web resources of the institutions where the Authors are employed (including electronic institutional repositories);
- non-profit public access web resources (for example, arXiv.org).
In all cases, it is obligatory to have a bibliographic reference to the paper, or a hyperlink to its electronic copy placed at the official website of this Collection of the Conference.
We will endeavor to protect the rights of authors and will investigate claims of plagiarism or misuse of published articles. We also seek to protect the reputation of the Conference of the Proceedings. Submitted articles may therefore be checked with duplication-checking software. If an article is found to have plagiarized published work we reserve the right to take action including publishing a correction; retracting the article; or pursuing other procedural or legal remedies.
1.5. Data Access and Retention
Authors may be asked to provide the research data on which their paper is based for editorial review and/or to comply with the open data requirements of the Collection of Proceedings of The INTERNATIONAL CONFERENCE ON ADVANCES IN STRUCTURAL AND GEOTECHNICAL ENGINEERING (ICASGE'23)». Research data refers to the results of observations or experimentation that validate research findings. Authors should be prepared to provide public access to such data, if practicable. Authors and researchers are asked to anonymize confidential data and personal information so that they may be accessed.
When submitting, authors are encouraged to join a data statement to their article. In the statement, they can identify the data they used in the article and indicate its availability, for example in a data repository. Authors should be prepared to maintain research data for a reasonable number of years after publication.
1.6. Archiving
This Collection of Proceedings of The INTERNATIONAL CONFERENCE ON ADVANCES IN STRUCTURAL AND GEOTECHNICAL ENGINEERING (ICASGE'23) utilizes the LOCKSS system to create a distributed archiving system among participating libraries and permits those libraries to create permanent archives of the Collection for purposes of preservation and restoration.
Authors are allowed to self-archive articles published in Collection of Proceedings of The INTERNATIONAL CONFERENCE ON ADVANCES IN STRUCTURAL AND GEOTECHNICAL ENGINEERING (ICASGE'23) in institutional or thematic repositories recognized in their fields.
1.7. Open Access Policy
The Collection of Proceedings of The INTERNATIONAL CONFERENCE ON ADVANCES IN STRUCTURAL AND GEOTECHNICAL ENGINEERING (ICASGE'23) adheres to public access policy (Open Access). All papers are placed at the journal website without limit in time and free of charge immediately after publication of the journal, distributed through the system of national libraries, and kept there in hard copies. Full text access to papers of the journal is provided in real time mode at the journal official website, in Proceedings (Archives).
Articles are published in open access. There are no associated subscriptions or pay-per-view fees.
It complies with the definition of open access by Tanta University, Faculty of Engineering. The licensing policy of the journal is commensurate with the majority of public access and archiving policies.
The Collection of Proceedings of The INTERNATIONAL CONFERENCE ON ADVANCES IN STRUCTURAL AND GEOTECHNICAL ENGINEERING (ICASGE'23)» works by Tanta University, Faculty of Engineering. It allows users to read, download, copy, spread, print, search, quote or refer to the full text of a scientific paper in this scientific publication.
1.8. Plagiarism Policy
The Collection of Proceedings of The INTERNATIONAL CONFERENCE ON ADVANCES IN STRUCTURAL AND GEOTECHNICAL ENGINEERING (ICASGE'23) accepts for publication only original materials and papers that have never been published before or submitted for publication to other scientific Collection.
The Editorial Board of the Collection of Proceedings of The INTERNATIONAL CONFERENCE ON ADVANCES IN STRUCTURAL AND GEOTECHNICAL ENGINEERING (ICASGE'23) makes use of the following software to examine the submitted manuscripts for text borrowing: Unicheck. The manuscripts where plagiarism or text borrowings are found, without references to the source document, shall be rejected by the Editorial Board for further examination of reasons and circumstances of such borrowing.
Recommendations for Authors on Avoiding Plagiarism
1.9. Confidentiality Policy

The names of authors, reviewers, and collaborators along with the names of their organizations and institutional affiliations, which the Journal may record in the course of its operations, shall remain confidential and shall not be used for any commercial or public ends beyond the signature of the articles published. However, this information may sometimes be required by government grant-giving bodies. The anonymity of the peer review selection shall be maintained when transmitting this information. A list of the names of authors, reviewers, and collaborators and the names of their organizations and institutional affiliations shall be sent with no explicit links between those named.

The Collection of Proceedings of The INTERNATIONAL CONFERENCE ON ADVANCES IN STRUCTURAL AND GEOTECHNICAL ENGINEERING (ICASGE'23) may use these lists for its own purposes of soliciting articles, collaboration, or other contributions, notably through occasional e-mails. Similarly, it will flag forthcoming issues. Anyone who wishes to stop receiving these e-mails may simply ask to be removed from the list.
1.10. Conflict of Interest
Collection of Proceedings of The INTERNATIONAL CONFERENCE ON ADVANCES IN STRUCTURAL AND GEOTECHNICAL ENGINEERING (ICASGE'23) is oriented on an account in its activity of the next principles and rules, foreseen by the position about the conflict of interests in a triad "Author – Reviewer – Editor":
- The trust of public to objectivity of the process of criticizing and quality of the published articles in a great deal depends on how the possible conflicts of interests are taken into account at criticizing and decision-making about a publication.
- The conflict of interests can arise up in case that a reviewer, member of editorial board or employee of release, relates to the worker which can subjectively influence on a decision about a publication.
- The conflicts of interests can entail relationships with an employer, domestic copulas, attraction in financial relations and others like that. Conflicts can also arise up as a result of academic competition, personal liking and antipathies etc.
The release of Collection foresees an obligatory receipt from all authors and reviewers of the Provisions on a Conflict of Interest about any existent conflicts of interests which can influence at presentation and preparation of manuscript to printing.
