Abstract
Many national and regional governments, several non-governmental organizations and firms, formulate an indicator system, for indicator systems diversity it difficult to identify international best practice because of the diversity of the indicator systems. Each indicator of sustainable assessment system demonstrates certain goals, target values, and principals for the indicator selection. The research target is to develop an assessment rating system that suites for both developed and developing countries. This rating system takes into account the most common indicators that evaluate existed phenomena in most cities.
